I AM in receipt of your letter of the 19th instant. I cannot say positively whether the Chinese National Telegraph Company, formed under the agreement of the 24th May, I believe, however, that such is the 1919, has actually opened its factory in China.

The Chinese National Company would be in a position to manufacture in part, and certainly to supply without serious delay, an installation such as that which is contemplated in the proposed agreement between the Chinese Government and the Federal Telegraph Company of America.

According to my information, the Federal Company does contemplate the erection of stations as contractors to the Government.

The Chinese National Wireless Telegraph Company is in a position to supply the installations, whatever may be the kind required, certainly as good, probably better. and not higher in price.
